Japan Drugstore Tax Refunds from November 1, 2026: Checkout to Refund

Japan tax-free refunds from November 1, 2026: shop, customs confirmation, then track your refund. Japan Drugstore Guides

System and procedure information checked: November 1, 2026 (Japan time). The new-system guidance applies to purchases from November 1, 2026.

Eligible drugstore purchases use a pay-first, refund-later system. Remember three steps:

  1. At the shop: Complete the shop’s tax-free procedure and pay the tax-inclusive price.
  2. At departure: Complete customs confirmation within 90 days of purchase, before handing over checked baggage.
  3. Track the refund: Follow the shop or designated provider’s payment method and expected timing.

Customs confirmation and receiving the money are separate steps.

The same traveler completes the shop tax-free procedure and pays tax-inclusive, retains goods for customs confirmation before bag drop, then follows the shop’s refund instructions.
The payment card shown is an example, not a required payment method. Customs confirmation does not mean the refund has arrived. Eligibility, shop procedures, export and confirmation deadlines, and refund methods, fees and timing remain subject to the article and shop instructions.

Before your trip: three basic checks

  • Not every traveler qualifies: eligible buyers include foreign visitors who are non-residents of Japan and enter under qualifying statuses such as Temporary Visitor. A foreign passport alone does not make a Japan resident eligible. Other statuses and Japanese nationals living overseas have separate conditions and documentation requirements.
  • Not every shop offers the procedure: buy from a shop offering tax-free procedures and provide the passport or other eligibility information it needs to verify. Check the arrangements at the particular branch before buying.
  • The threshold is before tax: generally, one eligible buyer must purchase eligible goods totaling at least ¥5,000 before tax at the same tax-free shop on the same day. Reaching that amount does not complete the procedure: eligibility, export of the goods and customs confirmation remain necessary.

This guide focuses on travelers carrying their drugstore purchases out of Japan themselves. See the official sources below for eligibility and document details, and have the shop confirm your eligibility when purchasing.

Which rules apply? Check when you buy

In principle, the change applies to purchases made from November 1, 2026, not simply to everyone departing from that date. Applying that purchase-date rule:

  • Buy October 31, depart November 1: the older rules apply to that purchase.
  • Buy November 1 or later: the new refund process applies in principle.

One trip can therefore include purchases under both systems.

The 2026 transition follows the purchase: old rules through October 31, new rules in principle from November 1. Confirm overnight-business transactions with the shop.

For shopping during October 31, 2026’s overnight business hours, some transactions may be handled under the old system according to the shop’s consistently used sales-recording basis. Confirm which rules apply before paying; do not decide from the clock alone.

For older purchases, keep tax-free consumables in their required sealed packaging; November departure does not bring the new packaging rules forward.

Before checkout: separate what you need now

Tell the cashier which whole products you intend to consume during your stay. Ask to buy those outside the tax-free procedure, separately from eligible take-home shopping. Both groups will be paid for at tax-inclusive prices under the new system, so explain the intended use rather than just asking to “pay tax.”

Separate whole products, not tablets, blister packs or bottle contents. Do not buy extra medicine or postpone needed care to protect a refund.

Medicines and cosmetics are consumables: consuming even part in Japan prevents customs confirmation for the product.

For questions about using these products in Japan or what to do if you have already used some, see our guide to tax-free medicine and cosmetics.

At checkout: confirm this shop’s refund arrangements

Bring your passport and ask the tax-free shop to confirm your eligibility and any required documents before checkout. Complete the shop’s purchase procedure. Qualifying shopping must total at least ¥5,000 before tax at the same store on the same day. Do not add things you do not need just to qualify.

Before leaving, ask:

  • Who handles the refund?
  • Which refund methods are available, and what registration is needed?
  • Are there fees or other deductions?
  • When should payment arrive, and whom should I contact if it does not?

Refund methods and timing depend on the shop’s arrangements. Do not assume every shop requires the same app or card.

At departure: customs first, bag drop afterward

Keep your passport and all tax-free goods accessible. Complete customs confirmation before handing over checked baggage. With a domestic connection, the procedure is at your final departure airport from Japan; plan how to keep the goods available there.

Before handing over baggage, have your passport and all tax-free goods available, and keep receipts. Complete required customs confirmation before bag drop.

Receipts cannot replace goods, but they are not necessarily required in every case. With a domestic connection, confirmation is at your final departure airport from Japan; ask the airline about baggage arrangements so all tax-free goods remain available there.

Use the official airport and seaport maps to find the procedure location. A green result completes confirmation; a red result requires inspection. Visit Japan Web is an alternative at designated airports, not a nationwide requirement. It requires the dedicated procedure Wi-Fi in the designated departure area; you cannot complete it at your hotel.

Confirmation must take place within 90 days of purchase. That is not a promise that the refund will arrive within 90 days.

If the online screen says “No Purchase Records,” or you are unsure what “Completed” means and what to do next, see our airport tax-free status and troubleshooting guide.

Afterward: check that the money arrives

Save the receipt, shop/provider contact, registered refund method, confirmation status and expected payment date. If payment is late, contact the shop or its designated provider with those details. Customs handles confirmation; the shop handles the refund.
